What are good values for rates in cs 1.6? Since I reformatted Ive lost my settings and i lag hard in most servers. Any help is good.

101 101 is for lan and doesnt transition well over internet for some people. i use:
cl_cmdrate 101 - this one works fine over moderate connection.
cl_updaterate 45 - type net_graph 3 and check for loss and choke, adjust accordingly.
rate 25000 - yes twenty-five thousand.
other cvars that might help are
cl_cmdbackuprate 30 -default is 2 i think. this command is to help for those lost packets i think.
cl_maxfps 101 - dont wanna overheat your vid card if u dont have to.
cl_dynamiccrosshair 0 - if u dont like your crosshair growing when u jump and run u can turn it off however you do lose the shrinking of the crosshair when u crouch. fair trade and u can always adjust the crosshair to be 'small' anyway. i use medium.
im sure there are more but i cant think i hope this helps. btw dont cheat or ill kill you..yes this is a written threat.
