Looks pretty cool. I'm gonna start sculpting a combine mask soon, once college is over and I have some time ^_^
No, if she (anyone) intends to make an accurate combine mask it should be done from scratch. That one is pretty innaccurate to the original model and only has a few features that are the same. Plus it's rubber, so you couldn't really build upon it.
Also, a combine soldier would be easier and more than likely, cheaper.
The mask would be about as hard as to make as the CP mask would be (possibly easier because combine soldier mask is more organic looking)
But all you would need for everything else is jumpsuit, combat boots, straps, and some sort of builtproof vest.
The little plates of armor that strap to the thighs, arms, and crotch could be easily done with vacuform.
I want to make a metrocop helmet because I think they're damn awesome, but I don't think I'd be able to do the rest of the outfit. The jacket and vest etc would have to be made from scratch if they were to look accurate. I could just go down the "stuff that looks similar" route, but if I'm gonna spend money on something like this I'd want to do it as properly as possible. One day, eh?
How am I mocking people's work because if I were to hypothetically make a suit I would not want to buy a few pieces and throw it together and say "there, it's accurate"?

It builds up brotha.
1. Aesthetic Accuracy and 2. Durability/strength.
So, saying "you couldn't vacuform the armor plates" is really silly. Because 1. Yes you could and 2. They would last you longer and look better 3. It's durable because it's light weight, plastic, and only a few small pieces not interfering with the joints.
I will now go out and buy 20lb of Kevlar plating instead of making it [armour] out of styrofoam.
