Whatever it is, it's probably something astronomical.
My best gues is a star, because they only appear in the oceam, desert, or forests (too much light pollution in the city). They probably move only twice a year, but I'm too lazy to find out for sure. They dissapear when the sun comes out; if a human touches a star he will disentegrate; and the're blue. The only thing that doesn't make sense is that stars are plasma, while the riddle says it has to be liquid or solid.
