There definately should have been a single person asking a pre-approved list of questions. Thankfully, the Valve guys had their own agenda to talk about some entirely new stuff we hadn't heard before, rather than answering questions that have already been answered in interviews and the like.

It was pretty unorganized in there. A few of us (inlcuding me) had to PM all the people in #valvechat and discuss their questions, it was pretty time-consuming. I suggested something like people messaging a question bot, then it filters the questions into another channel, then we choose which ones to ask, then they get asked.. but nothing became of it :/

the doppler-shift is the way in which waves (sound waves, light waves etc.) are streched or contracted depending on if the source of the wave is moving towards or away from you. If it is moving towards you it contracts as the sources sort of catch up with it and when the source moves away the wave is more streached out. here's a website with information about it http://archive.ncsa.uiuc.edu/Cyberia/Bima/doppler.html sorry if i got anything wrong i haven't done physics classes in awhile

Yeah. Or how light from distant galaxies looks red because they're moving away from us.

Yes, but that's just describing the apparent color of the light due to the doppler effect.
 
I said the question about the billboards because I have been following a few different online RPGs for HL2 and some of them plan to use only their server clusters to run the game servers instead of allowing people to start their own servers.

Dynamic billboards would be a good way for them to pay for the bandwidth required to run the servers if the mod gets popular... so the mod isn't pay-to-play.
