Old video and not all that impressive. Pretty much my feeling about both the vid and the game itself.

Anyway, touchscreens do have an awesome place within sims imo, like DCS:BS.

The control system for that looks ridiculously convoluted and awkward.

IMO the entire game looks 'weird', the whole zoom in out concept isn't pulled of well, with units looking odd(scalewise), and moving extremely fast.

Everything just has this very stale and artificial feel to me, sorta like Tom Clancy's EndWar had..

Yup, the only way you can play Ruse is with a table screen like that. The publisher is quite sure it can sell more units that way than when the game would also be available for pc and the consoles.
