The announcement was made in a statement from the royal court carried by the television station in the tiny oil-rich Gulf state, a key U.S. ally.

The emir was the 13th ruler of a 245-year-old dynasty which has ruled Kuwait since the Anaiza tribe, to which the al-Sabahs belonged, migrated from the Arabian hinterland.

Since the fall of Saddam Hussein in neighboring Iraq in 2003 and U.S. calls for change in the Middle East, the ruling family had come under intense pressure from both Islamists and pro-Western liberals to loosen its grip on the government and share power.

Kuwait, a founder OPEC member, enjoys one of the world's highest standards of living, despite its reliance on oil exports, unpredictable oil income and huge losses from the 1990-1991 Iraq occupation.

The Gulf state sits on one tenth of the world's crude oil reserves, or 95 billion barrels.

Used as the main launchpad for the U.S.-led invasion of Iraq in 2003, Kuwait hosts up to 30,000 U.S. troops and some 13,000 U.S. citizens live in the country.

Kuwait has cracked down on Islamists opposing the U.S. military presence there. Diplomats say radical Islam is taking hold among Kuwaiti youth.

In December, a Kuwaiti court sentenced to death six suspected militants linked to al Qaeda for bloody attacks in the country.

The six were among 37 Islamists on trial as members of the "Peninsula Lions" group believed to be linked to Osama bin Laden's al Qaeda in Iraq and Saudi Arabia.

Interesting fact about Kuwait. Quoted from wikipedia.

Diwaniah

Diwaniah is a unique institution in Kuwait's culture which is not seen in other countries in the Gulf region. Diwaniah's are a gathering place for males (usually takes place in the evenings, once or twice or even thrice per week, and sometimes even every night), where Kuwaiti men sit together in comfortable couches and discuss any possible matters, be it political, social, economical, local or international. Diwaniahs can be called a symbol and proof of Kuwait's democracy where people are free to discuss whatever they like without fear of persecution. Usually tea is served and sometimes snacks are provided by the host. Women also tend to host private diwaniahs at times, however they are not often as widespread and do not mix with male diwaniahs.

Some prominent merchants or MPs announce their diwaniah timings with the addresses in the newspapers, so that members of the public can come and visit them.

Bravo to them! :)

In 2005 this guy got women the vote and equal rights in Kuwait, thats pretty damn good. :)

^ yea its great to see the parliament approved his wish, before his death.

Another Facts about Jaber :

-He was always drive his own car, and mixes with the public.
But he changed his habits after the assassination try in 1985 ( which believed to be a iraqi assassination try ).

-He was a close friend of America even before U.S. forces led the fight to liberate his country in 1991. He proved that friendship by supporting the American-led invasion of Iraq 12 years later.

-Sheik Jaber won the praise and gratitude of human rights activists when he decreed in 1999 that women should have the vote and be eligible to run for office. However, conservatives and fundamentalist formed a parliamentary alliance that repeatedly kept his decree from being put into practice.
He could have disbanded parliament to press his view, but did not. In May, after six years, parliament finally approved the legislation supported by the emir.
