My steam won't allow me to play any games through it, meaning I can't play Half Life 2

It loads up Steam, which I let update fully last night, and when I click on 'Play Games' it just sits in the Play Games box and says 'Scanning for Steam game updates...'.
If I try and load Half Life 2 straight from the icon it opens up a seperate Steam box that says the same. Also I can't load Steam in offline mode.
Does anyone know how to fix this because I miss my Half Life 2.
