The problem comes from the fact that Kerry just isn't funny. Stewart makes fun of him, but the jokes are all the same material: "Kerry is boring. And not very decisive." You can't run an entire show on that single premise, but Kerry just doesn't do anything else interesting.
In contrast, you've got Zell Miller threatening to duel people, Cheny fibbing on tape and Bush stumbling over the english language. It's a regular comedy goldmine over there.
As for making fun of the democratic angle, you can only hope that something bizarre like the CBS debacle pops up if you want any laughs at all.
Bonus opinion note: I think its somewhat telling that someone whose career is devoted to analyzing the bad aspects of american politics would slowly start leaning towards the left.
