silent cooling

ok, can i get a good passive heatsink for my p4 3ghz, or what decilbe level is considered "silent" right noe my sytem makes a lot of noise an i wanna make it lower.
 
Silent for general purposes is around 21 db. That is the quietest you can find cooling equipment for computers. I have this which works really well. The only downside is that it is heavy (check Zalman's website for motherboard compatability) and it is pretty expensive.

typically the less fans = the less noise.

It's quite relative really. I'm sat next to a comp that puts out a little over 14 db and I can hear it. It's very quiet as computers go, but far from silent. Perhaps I have good hearing, but I doubt it.
 
I used to know the formula for the relation of how loud a sound is to the distance from it. I think it's something like (db reading at position x(1)/db reading at position x(2) )^1/2 . I assume that this is effected by what medium you're using (air, some sort of gas), humidity, and polution yad yada.
