It's an expensive effect, and according to Rick Ellis over at Valve, it may not make into the first iteration of HL2. HDR is not only exclusive to DX9 hardware, but it will kill performance on all but the latest cards from nVidia and ATi. It's a guarantee that HDR will be added in shortly after release via steam for those who can handle it, but it's up in the air for release since the last thing they need to do is spend time tweaking a feature that only 2% of the fan-base will be able to use anyway.
