So who exactly is remaking HL1?

In PC Gamer mentioned that Valve has been confronted by several mod teams, and that a FULL CS:Source is inevitable by a 3rd party mod team. So... which mod team is it?

If its 3rd party then its not "Directly Valve Supported". Thus they all can and all probably are.

I think VALVe won't be bothered as long as they don't make money off them, as is perfectly understandable.
