Some Questions I Need To Ask

These questions are in order of priority :
1. Is there a guide for new server admins? Like console commands, tips, etc.
2. What is the max size for sprays?
3. Is there any way to make a server run a little faster?

Sprays have a max size of 128 by 128 pixels.

bind a "sv_cheats 1; impulse 101; sv_cheats 0"

Can anyone help me out with this? I'm trying to get all weapons on my RP server without giving others the chance to screw something up.

Bind "[key of choice]" "Sv_cheats 1; wait; Impulse 101; wait; sv_cheats 0"
that should do it.
