There are two ways:

1. Buy Counter-Strike: Condition Zero, you can then download it through Steam

2. Have a HL2 coupon that came free with certain Ati video cards. You enter the cd key you get with it, and you can then download it through Steam.

You can't just download it I'm afraid.
