Sound glitch/pops

Yes, I know there have been other threads, I've read them, and I still can't get it fixed...

I'm not sure if it is a corrupt file or what, but I've re-installed Counter-Strike: Source already, and it didn't change anything...

In lets say prodigy for now, in the vents my sound gets really hyper, starts popping and jumping around...

I have the latest audio/video drivers, hardware support from Creative said to move the audio card the farthest away from the AGP slot so we did, but somewhere on here said to keep it closest to the AGP slot. The harddrive is running on DMA, instead of PIO..

Whenever I play I end all background tasks that I can without crashing the computer, and set hl2.exe to lowest priority (because I read that would help) after the game is launched. My video settings are on the VALVe reccommended settings..Well not all of them, I think a couple are below that, and one is above it...My audio quality in-game is set to high quality with 2 speakers, and I've tried it with headphones (since thats what I use) but it really didn't make that big of a difference...

Here is how it sounds in the prodigy vents, compared to outside of the vents...And its not just on prodigy either...On dust I get the same crap. (It is 9 megs big; smallest I could get it)

My audio card is Creative Live! 24-bit, and video is ATi All-In-Wonder 9600xt 128 MB; 512 RAM, 2GHz PC..
 
Have you tried not setting hl2.exe at the lowest priority? I know one time I put Windows Media Player at the highest once and Windows got all bugged, with visual weirdness and some other stuff. Anways, the point of my stupid little story is, perhaps messing with the priority can mess up things. I don't know. Sorry I you have tried that before.

Alright..Now that I have dependable hosting I have uploaded a demo of what I'm talking about...Still have the problem, and in CS:Source the sounds are cut off, or are sped up twice as fast...

Instead of hearing a gunshot, you hear either half of it, or its sped up so fast its more like a loud ricochet...

When the computer starts up, depending on the BIOS, press DEL or F2 to enter BIOS setup and look up for a setting called PCI Latency. Set it to 0. That removed all the pops/clisks for me.
 
I tried the BIOS thing. I don't see anything that mentions PCI Latency. I have a program that changes different latencies, and some have 000 and some have 255, but those are VGA controllers, a display controller, and 2 PCI Bridges, but nothing about just plain PCI latency...
 
Fixed it for the most part...I uninstalled a driver and restarted the computer (After trying to update drivers) but it told me the card was not found..i figured i'd restart and try again, but after i restarted I heard sound, so I tried CS source, changed the audio & video settings a bit...fixed on most maps..cs_italy still has problems though...
