The rationale is something like this: They began work on the Terran campaign, it became massive (about the size of all 3 original Star Craft campaigns) with enough gameplay to constitute the entire initial release. So instead of rushing the other two campaigns and having them feel tacked on, they decided to ship them as separate boxes and fleshing them out to be equal in size (with unique gameplay elements).
I'm not necessarily defending Blizzard's decision here, but I think it's worth at least knowing the exact reasoning. The real question here is if this business model will even be successful, especially on an international scale. I do find it a bit funny that people are so quick to accuse blizzard of ripping them off when they've made some of the most replayable free to play online games ever, supporting them literally a decade+ after release.
