Whenever I start Steam, within a minute of logging on, an error occurs. A small window pops up titled "Steam - Error" and it says: "Out of thread local storage!"
Then Steam crashes

Running Windows XP
Currently no games installed [had just uninstalled Steam to fix a different problem...]
Solutions? I've searched everywhere and no one even mentions this.

Is that a windows error then? I've never seen it before. Do you have any other problems with your PC? It sounds like another underlying problem.

new error

1.3GHz Intel Pentium processor
512MB of RAM
Windows XP SP3

The "Out of thread local storage" doesn't come up anymore [after 2 re-installs]
now it's just a windows error :[
"Steam has encountered a problem and needs to close. We are sorry for the inconvenience."
This appears right as Steam update news pops up. No other .exe has this issue, and I've cleaned my computer out of viruses n' such using Avast!, Spybot S&D and AdAware.

Steam has run smoothly on my computer for years before this :\

OMMMG!! So after a day-long sweep for malware, deleting the registry and a reboot, Steam FINALLY starts.
I tried to download Counter-Strike and guess what popped back up...
"Out of thread local storage!"
I can't win!
The error first occurred whilst starting the download of Counter-Strike 1.6. Now it's whenever I try to log in..

By the sounds of it you've had a major infection problem on your PC over time with lots of malware and viruses and god knows what. Just by cleaning your PC with some anti-virus it doesn't mean you're clear. The damage those things do stays behind and causes all sorts of issues. In your case...they seem pretty severe.

You need to format you hard drive and reinstall a fresh version of windows. Then you need to install a good anti-virus and be much more careful what you download. And that means less porn too.
