For those of you who are still having problems, I would like to point out that the Steam forums are back online over at the official site http://www.steampowered.com.

Looks like everything's getting back to normal, the way they should be.

I'm getting that error too. Oh well, at least they're fixing the major problems with steam before they fix the major problems with the site.
