Steam game lagspikes

Im using Windows XP,which is one of the OK's for my games,
but theres are lagspikes in all my steam games,especially gta4.
I'm pretty sure its not the graphics because my pc is really good.

Help please?

And by lag, do you mean FPS drops or actual ping spikes? They're two very different things.
