I havent played CS in a long time so i dont know what is the steam program all about. Can someone what is steam and whats its purpose ?
And when HL2 is released will i have to use steam to play?And will i have to pay to use steam?

you can play cs without steam and its bullshit
 
You're going to need team to download patches for halflife2 and play it online but its gonna be free.

Steam is basically just an program that streams games, movies and anything else to people who use it or in the future may pay for it.
 
Steam is many many things. It's a way of streaming games off the internet to make downloading games over the internet a much more viable proposition, it's a tool for more efficient patching (patches can be pushed to clients over the space of say a week and then activated) and allows Valve to make updates to the game whenever they want. It's a way to alter the game content after launch, for example releasing higher-res textures or localising to new languages. It's got inbuilt instant messaging and server browsing which can be used in-game. It provides a new VGUI2 user interface which allows components written in VGUI2 to be used on the desktop, in the in-game UI, and in the case of HL2, in the 3D world.

Basically it's Valve's attempt to add more easy-of-use, features and provide more options to the gamer.

But they stuffed up the launch a little.
