I play cs daily. But it seems like the coming of HL2 has brought in a completely new generation of newbs. Ones that don't care and don't now how a computer works.

Sadly, that tends to happen with huge game releases. Thankfully some of them start to produce braincells and learn more about the game/hardware/ect. and not make asses of themselves so much.
