No, you could just give your Old account to your brother and install the CE to your own. Not sure if CE unlocks the old games though...

Why did you post an mIRC conversation? Could you really get any lazier? Anyhow, no, you can't. Due to the fact you have a 'pimpin' SteamID means your going to purchase to copies of Half-Life 2? For what exactly? Regardless if it's the Collectors Edition, Gold version from Steam includes more, so basically you'd be putting yourself out of luck...
