I am guessing the unlocking process applies to all the game files. It probably unlocked a bunch of game files, but not all the of the ones required to play the game.

Probably because legally CS:S isn't part of HL2, so it wasn't covered by the VALVE-VU contract (a mistake on VU's part i guess).
