I'm having the same problem with my mods, but at least I can still play dod! I didn't see any fps problems of any kind.

Move your mod's folder from SourceMods/ to SteamApps/(account)/(game).
Create a desktop shortcut to the mod's parent game
Change the end of the shortcut to read -game <mod name>.
A working link to TeamFortress2 would be:
C:\Program Files\Valve\Steam\steam.exe" -applaunch 220 -game TeamFortress2
Assuming you installed Steam to the default folder and have already moved the TeamFortress2 folder.
It seems to be searching for 3rd party mods in the SteamApps/your-email/half-life 2/ directory.
I found if you copy the mod from the SteamApps/SourceMods directory into the SteamApps/your-email/half-life 2/ directory it seems to fix the problem (all the configurations are reset though).

It also switched me from dx 8 to dx9 when i rand the stress test, which was 1/4th of normal fps :/

Laggy performance since the patch. The update overwrote the config.cfg for all games. If you had made any specific tweaks such as to the DXLevel to improve performance these will need to be added to your config.cfg again.
Unable to play mods because of missing gameinfo.txt. This issue has been fixed and we will update Steam shortly.

I don't know what you are talking about when you mention "HDR optimized maps". HDR is an engine thing, it has nothing to do with the maps.
