Search the forum, this was and apparantly is a pretty popular problem so you might find some help for it elsewhere here.

Well, good update, but I'm still waiting for 'the' CS:S Update.

I get an ERROR:
Steam.exe (main exception): ERROR: delete of steam.exe failed, Win32 Error 5 "Access is denied."

Help?

This is what I got from our friend google

When I tried updating, it would keep giving me error messages after 26%. So I went into my steam directory and found that Steam had made two new files. SteamTMP and Steam_new Or something on the lines of that. What I did, was delete the old steam.exe and the steamtmp, and renamed the stean_new to steam_new01. Thus the steamnew file being the only .exe in the folder. Oh the steamnew file's size is 1.03mb I think, and the older one was 956kb or something close to that.

After that, I tried updating with only the steam_new01 in the folder....I only got a cannot connect to network... so that this morning I went into the folder, and got the idea to do the same thing I did last night, but after deleting all the other .exe files, I renamed the new .exe that was 1.03 mb, to steam.exe (same name as old one) It started to update. *i held my breath* and then once it got to 26%....it stopped, dissapeared, and then came back up again, but only to be at 29%...at that point I was overjoyed. I don't know why the steam.exe files are all getting screwed up, but this seems to work.
No guarantees, but good luck. Hopefully this works out for you.

Nevermind, seems to have fixed itself. Guess all I needed was a bit of patience :) *Resists the urge to sing GnR*
