Stuck at "Level 3"

Stuck after just 1 hour of playing. It says "Level 3" on the wall and there are pipes in all directions of what best can be described as a really deep pool. I walked around on the pipes and found a red "wheel". I turned it and the water level rised and now I have no idea what to do. Help //Urb

OK, i got stuck here too so don't feel bad.

Firstly you must turn the valve and let the water rise then go back to the first room with the big pipes that you can fit in and you will now be able to swim up to it because it was to high before. Just swim along for a while and your "home free" (that means your all good!)
