This is actually a question about HL1. I have HL2, but I'm trying to beat HL1 right now because I never did so. I'm at the part where you need to power up the generator for the tracks so that you can leave the big monster dude in the dust. I went through and got to the maintinence room, where I broke the boxes so the generator could turn. I then went back to the generator room so that I could push the button and turn the second generator on. Now there's a spark of electricity shooting between the generators, and when I go back to the track room to flip the switch, it doesn't do anything.

I don't really want the answer straight out, but maybe a small hint or something to get me thinking? Thanks.

go in the cave where the "big monster dude" came from

go to hlfallout.net

It has a HL2 walkthrough and it might be able to help you with HL2 as well.

Hmmm I dont remember that part. :p Maybe I'll brush up my old HL1 skill with Source :D

or you can take your trip mines and go to the barracade and stack them like stairs till you can just jump over the wall :)

Did you ever think of luring anything into the path of the electric spark and then turning it on? Quite effective against some creatures that seem almost impossible to deal with any way else.

But I think your problem is really simple to solve. Did you ever try going to the cart and seeing if you can move it now? Stand on it near the front and hit the "use" key. If a little throttle like thing pops up, you're golden. Just press the key you'd usually use to move forward.
