Stuck on Highway 17

Have reached N.L.O. and knocked out the gunship. Colonel Cubbage is trying to contact Lighthouse Point, and I head off in the dune buggy. Down the hill to the beach and the place where the Combine troops are holding the fort. I can't find a way in or around this point, and either get killed by antlions or chewed by pirana fish. Any clues please?

Hit Shift And then jump the ramp on the bridge. Happened to me too. It puts the buggy in "Turbo"

I am assuming that you are attempting to get on the docks at the Northern Petrol terminal. Drive up to the thumper, jump out of the buggy and turn on the thumper (E key on the red button). Nearby is a wooden ramp that leads from the beach up to the docks, go up it and keep fighting. Good luck.

For me, the thumpers were always turned on..I never had to manually turn one on...
