It's always up, when my sig says it is. I update the sig whenever I turn it on, or turn it off.

You actually catch it on the bad days. See what I do is this. I have the server up a day, sleep, keep the computer up and server up. I wake up, server is still running all day. When I sleep that day, server goes down. When I wake, the cycle continues. So its every other day the server is down.

P.S. the welcome message that reads "Welcome to the Halflife2.net teamspeak server. Enjoy your stay!" would be a lot better if you change it to "Welcome to HL2.net Teamspeak. It's safer here." Ala HL2 city 17 saying.
