TF2 graphical problems

So, I've encountered some graphical issues with TF2.
Pc specs: radeon 9250 128mb, 2000ghz intel pentium, 1gb ram.

First off, motion blur is unavailable.
I know I have crappy specs, but I find it hard to believe that the motion blur is that demanding.

Second, missing shiness.
And by that, I mean:


The second one is how it looks to me in-game.

Does anyone know what must be done?
 
It kinda looks like your running it with low shaders, or a low DX version, I dont notice any FPS loss with Motion blur, but its only visible when your fps is high enough to show it, if you know what i mean.
 
Low specs make it look like that. Motion blur is pretty demanding, if I recall correctly.

Dx version is 8.1, and in the picture, all the settings are on high(except shadows, they're on medium).

Motion blur is disabled from settings. There is no way to turn it on, it's unavailable.
Thats the whole thing.
 
To see a motion blur you need to have some fps +30 I think :p
"shines" is called phong rendering it requires dx 9c and SM 3.0 card :)

You sure? Cause: 1.I don't even have the option to enable it, and 2.I did have fps higher than 30(crap settings though), and no motion blur.

Open graphical options than press Ctrl+Shift+Alt+B
Press Select Control and find with motion in name and set visible to 1

Anyone knows how get a range "detector" for sentry?
