'The Administrator'?

When in HL1 was the Administrator mentioned? I played through it several times, but I don't remember any references of him? Thanks

I remember the scientists in the control room right at the beginning said the Administrator wanted to "boost the anti-mass spectrometer" to 110%, or something along those lines. He basically wanted them to overload the machines "accidently".

Yep. Whoever he is, he's not your average administratorial staff. Incedentally, shouldn't this be in Rumours and Speculation?

In the Playstation 2 manual-it shows some cover letter or some letter of employment from the Administrator.

Actually it was "The Administrator is very concerned that we get a conclusive analysis of today's sample, I gather they went to some lengths to get it". Also, a scientist will mention him sparingly after the incident occurs saying something like "I warned the Administrator about this, but he just wouldn't listen".

Yup, it turns out the Administrator was the guy who ordered the unsafe test that sparked the cascade.
Also, the G-man may have been one of his lackeys.
