Let's just get straight to business..
I do believe that Canada would mostly be safe from the antlion menace; to the North, there's the tundra, which has permafrost soil, so that means that the antlions could not dig through.
In addition, most of Canada is part of the Canadian Shield; for those who don't know, that's a landform region with hard igneous rock underneath, (back during the Cambrian era, the Canadian Shield was a gigantic mountain range) so the antlions couldn't go there, either.
And finaly, the West coast is mostly a huge mountain range.
So really, the only places in Canada that the antlions could terrorize, would be the prairies, the east coast, and of course, The Great Lakes- St. Lawrence Lowlands (Toronto). Those three places are very small in comparison to the rest of Canada.
Toronto is the city with the highest population in all of Canada, and its residents would be at risk of an antlion incursion, but I think that the Combine would probably preserve the city, therefore, protecting it.
And, while a lot of Canadians live in cities, thousands of them live way out in the North, possibly away from Combine contact, so they may or may no be "free".
