the source code released is the sdk. why? let's look at half-life 1's sdk.
1)
they gave you the full source for half-life 1, but no actual engine code. if you look through the released source, you will find the full half-life 2 source.
2)
you will also find actual engine code. gabe has stated the hl2 sdk will give you extremely high levels of access to actual rendering code.
3)
who would release this? valve has shown themselves to be a closely knit development team. however, having released the sdk to several other development teams (day of defeat), there is no guarantee that they won't release the sdk themselves.

well, then why is the worldcraft source included? this is my only concern. i can only think that perhaps it is so the early dev teams can make modifications to the code until valve fully supports the new version.
and there you go. but frankly, i'm scared to death. if this is real, it could kill valve. i don't want to see that happen. they've come so far to lose everything now, and i don't want to see them die. in the interest of our favorite company, don't support the release of the source code.
