Do you think that it would be any better without rules?, then everyone waiting for hl2 would have the beta and the source, everyone would spam and post links to the beta/source etc, and the fact that this site is the biggest hl2 community means that you have to have quite strict rules, because that otherwise this site would be really chaotic.

Yes, lets support the beta and lose our relationship with Valve! Of course, it makes sense! How did we not see this?
Lets let people chat about warez so we lose all of our decent community who don't want the game ruined for them and gain hundreds of adolescent teenagers wh0 sp34k l1k3 th15 and talk about how cool it is that Valve got hacked.
We'll be so much more popular, people will flock to our site in thousands.
