Was Steam supposed to ask me for a HL/CS/Whatever CD Key when I installed?

It never did...

i can play all games just fine.

If you already have Half-Life installed it just takes the CD Key from that, I think.

Steam searches for your installed Half-life registry keys, and uses the one currently installed.
