unconventional external cooling?

I was trying to think of a way to cool my system without having to buy anything,homemade watercooling,Ive seen these projects before but they all involve expensive tools such as metal cutting and welding tools etc. .Any suggestions?

You have to 'buy' the water too....

Get a normal fan, open your case, get it to blow in. 38C idle for a intel 3.0ghz CPU.

Produces a lot of dust. You could always design a case where one of those fans is actually the side of the case. I've seen that somewhere around here on the forums.
