Yep, It takes a while, just keep waiting, Mine was stuck on 80% for ages then all of a sudden was finished (Nothing past 80% was displayed :s).

I connected steam up this morning before I went in to work. It took me a total of 15 minutes to unlock it all and get HL2 running.
So at least I got to get off the train and walk around for a few minutes before leaving for my job.

Does anyone know whether the unlocking process supports resuming?
Mine was stuck on 33% (but eventually moved to 50%) and it's not feasible for me to leave it on constantly (I've only got the one damn phone line). Plus, should I leave HL2's property menu on "Always keep this game up to date" or what?
I've got this nagging thought that Steam is trying to download HL2 rather than validate it... because even Steam couldn't possibly take this long just to verify an existing install. ....Right?
