However I remember he (Gabe as I recall) said that they paid a guy who painted vales on people for a living to do that part.

The first guy (aka officially known as Mr. Valve) is a model in Seattle. I don't know about the fat one. AFAIK, The Leonhardt Group is behind those stuff (company's name too).

I have always wondered about this too. One of my first memories is the Valve guy and thinking that is a weird logo for a company. I mean frankly, when have you seen any game company have an actual person other than a logo? Then I thought it was neat playing Opposing Force with the fat guy. I especially like how they did the new logo in the TF2 beta. It's all wavy, etc.
