I just got a video camera, but the software it came with (CyberLink PowerDirector/PowerProducer/etc) is crap. Can anyone make any < $100 recommendations?

Vegas, if you're being legal about it then maybe you can get an old version (like 5.0) for less than $100 these days

Vegas Movie Studio Platinum Edition (comes with free sound effects + music editor)

Its a stripped version of Vegas, but damn is it a great program.

Adobe Premiere Elements, it's the light $100 version of Premiere.

Premiere Pro is obviously preferable but Elements is nice as well, I run it on my laptop.

Lower priced versions of Premiere and Vegas are best. Personally I've only used adobe's. Stay away from pinnacle.

I've had a look at some WMM2 videos and it looks much better than WMM. You can also download effects for it. Try it out while you're waiting.

You can also download free trials of both Vegas + Premiere. I would suggest doing this first so that you get an idea of where to find everything.
