Website Designer/Coder

Not sure if this is in the right section (my apologies if it is not).

I am looking for a website designer and coder (preferably somebody who can do both efficiently and professionally) to create a site for a large scale project, the site will not be HL2 related but if you wish to know feel free to contact me.

The majority of work will be coding i presume, i'm not that knowledged in webby development.

I am of course will to pay for the work, but would rather keep the budget fairly low as this is a free project.

Well, you can design a free website with GeoCities or something like that. As for a coder, well go to some forums or websites with the language you want for the coder and ask around there. Best way to do it. Most coders here are already taken.
