It is best to have a permit. Otherwise people could just assemble wherever the hell they want for whatever dumb reason, such as planning to blow something up. Who knows what ways the system could be abused if people weren't required to get a permit.

I mean clearly, thanks to our laws now before a terrorist blows something up they will first try to get a permit. Another example of the Bush administration making us safer.
