Weird windows popup

I get this weird windows popup almost every time (but not every time) I start up windows. So, what is it?
 
Some kind of virus or hacker activity, engendered by a person with very bad grammar.
 
But it's the same message every time, it's not like it changes. It's been like this for weeks.
 
Try checking your startup folder for any unusual programs that may have been put there. Also run wincfg from the run line and check your ini files for the programs that run on startup. Lastly, you should run a anti-spyware program like Adaware from lavasoft (available on download.com) and running a complete virus scan.
 
what does it actually say? i cant make anything out coz its a JPEG.
*edit* no i got it, the stupid windows explorer makes the image small when opened in a small window.

Yea it probably looks like an anoying virus you have on your system, check your currently running programs and look for a weird one running, then do a google search on the name of the process. If you can't figure it out get a virus scanner and get it up to date and that SHOULD take care of it, though it might not, this might be a custom engineered prog or something.

Also, if you disconnect the ethernet cord from the NIC and reboot, do you still get the same message? It could be a message that pops up from a remote computer informing you that it has access to your computer, a way to taunt you, i've read about that before.
