What are the black things?

i replayed the game from the beginning for the second time today (i skipped to the canals the 2nd and 3rd time i played the game) and i was wondering: when someone (i believe it was barney) says the citadles on full alert and hes never seen it lit up like that, you look at it and see millions of black dots pouring out.

What are they supposed to be? manhacks? scanners?
i nocliped over there only to find they are fuzzy black dots.
id guess they are scanners but i just want to know what you other guys think

In Washington (where Valve is located) being "lit up" means to be sick. Those were boogers. The Citadel had a bad case of the flu, and was sneezing it up. Hence, Barney says, "I've never seen it lit up like that."

It isn't scanners nor birds. It is poo, the sewers are too filled with zombies to put pipes in so they just let the poo out to kill people when something is happening. That is why you don't go to the citadel unless you want a pat on the head with some nice, roasted citadel poopies :dork:
