What do you think this downtime is for?

Probably for server maintanice just like they said.

Whenever they have downtime, this means that they're doing something to the Steam servers which requires taking them completly down.

I'd imagine that since they have a distributed auth system, as well as distributed content servers and the master server list is downloaded from Steam itself, that all these servers are hot-swappable, and so maintenance on any of these specific sub-systems would not interrupt the whole service.

This means, they're probably updating the Steam back-end software, which requires shutting down every server to update them. On the other hand, it could just be that they have one machine that's vital to the entire operation of Steam, but I doubt it, because with the level of redundancy built into the rest of the system, a single weak link like that seems inconsistent.
 
Whatever they're doing, it's not likely to be anything we should be too excited about.
