It's the amount of times the server ask information from your computer, so it can update your location on the map.
A higher tick rate makes for less lag, but much more download and upload speeds, resulting in more bandwidth use.

Hmmm, sometimes they state it in their server name...
Just click on the word 'Latency' and it should list all the servers with the lowest ping first. If it doesn't, click it again.
