what was the name of the Sdk like program for Hl2 that u could download?? i dont remember the name....saw some news about some program where you could start modding or somthing..

anybody know the name and where to get it??...or what the hell im talking about?

It's basically a modeling and animation package, it might have a renderer also (I'm not sure because I haven't looked at it).

Edit : I just looked at the page and it says it has a rendering package aswell.

I found it has a very steep learning curve and (or because) I have used a few other modeling packages.
Print out the introductory documentation and work through it word by word and do that again and you shouldn't have too many problems.
You need a minimum desktop resolution of 1280x1024, or else you need to download a custom interface layout.
