Well... everyone use mIRC... and i cant find any better so im stuck with it 
I think Bitch X or x-chat (name?) works in windows... not sure though.

mIRC, the default client, is so ugly I'm shocked it doesn't put people off using IRC.
Personally I use SNA but I wouldn't recommend it due to reasons I shant go into.
Needless to say it's good but the team disbanded and there are flaws due to unfinished work.
Perhaps NNScript. If you don't have a 'fave' client already, you'll love NNScript.

ICQ: The latest 2002a build, not 2003 that is buggy, I havent had much problems with 2002a (latest build cant remember it ATM)
IRC: mirc, the normal one. I dont really like all the nonsence of the scripts, they usually spam, I like the simpleness of mirc. Also, as D33 says, the scripts usually has more bugs. Wichever is the latest build.

i totally agree with D33...mIRC is the ugliest piece of crap i've ever seen....you can tweak the colors some, but it somehow doesn't stop the insanity for me. if you can stand how it looks, there's nothing really wrong with it.
personally, i use xircon (www.xircon.com) with the syntax script. it looks nice and it's simple. the downside is that there's no file transfer windows...if you dcc something, it just lets you know when it starts and ends..you have to click on files and get their properties and see how big they are to find out how close you are to finishing :\
