It doesn't really cost more or take more time to make the different boxes since they probably already have to print the boxes simultaneously on multiple machines to be ready in time for release due to the massive number of sales expected for HL2.

They appeal to the weird people that "gotta catch 'em all" and will buy every box variation you put out. I think it would be funny if a game had a different box for every character, monster, weapon, vehicle, etc. I'd like to see the fanatics collect 50+ different copies of one game (the cost of a kick-ass gaming PC). You know someone would!
