I've voted for the resistance. They've been fighting for 7 days, instead of 7 hours, and haven't been "contained" yet. What's more, they have done quite a big deal of damage, too. Gordon was just the idol, the reason to fight. Just like the explosion at Nova Prospekt.

Without Gordon the resistance would've been completely destroyed, of course there would be mass casualties on both sides but I believe the combine would eventually prevail.

With Gordon they reduce City 17 to large ruins and rubble, and with the destruction caused at nova prospekt and the citadel, the combine rule is thrown into complete chaos.

Then again there are other cities still under combine control, who knows what else could be possibly going on in the world at the time of the Half-life 2 events....
