Those Puffs of smoke are a result of a glitch in the 3D SkyBox.
If you look closely you will notice that they apear at the exact time the Lasers from the Gunship hit the dock.
Also "someone" comfiremd it by going back to that dock in the stolen build and shotting at that dock.and it turns out the puff of smoke that apears in the dock is magnified in to the skybox as well. Its just a Glitch.
