Well, perhaps they are forced to speak english (by the combine) in City 17 and maybe the majority of the.. slaves.. are from england and USA?
I don't think continuinity is that important though, and I don't really get why it's such a big flaw to let everyone speak english in the game.
For the milk carton, they might have chosen an english title for milk just because.. Like you say PC in all countries and don't translate and abbreviate.

"Everything"? Its a single carton of milk....
Besides, aliens are turning everyone into zombies, people grab what they can and flee to these strongholds (Assuming there is more than just city 17) and bring what they can with them. Also, I seriously doubt the combine is producing milk for the people, in any language. Even if they were, they are dealing with an international community of survivors...and like with any other international communities, the main language would be english.
Besides, Breen would likely force whatever language he wanted on the people anyway.
